Our collaborative Operations & Supply Chain Organization offers an excellent opportunity for an International Procurement Manager to join our dynamic, growth-oriented Procurement team supporting the Raytheon portfolio. In this role, you will be responsible for managing major subcontracts in the creation, execution and management of various subcontract types (Cost Type, Incentive Type, Firm Fixed, etc.), using source selection techniques. You will manage the contracts from beginning to end – Proposal activity, Price Analysis & Negotiations, PO Maintenance, and Close-out activities. You will be executing in accordance with all Export/Import (EXIM) compliance. You will collaborate in evaluating and monitoring supplier quality and delivery performance. Additionally, you will be responsible for coordinating all shipments with our logistics partners and supporting Customs Clearance. You will manage the weekly supplier status calls.
This remote role will combine telecommuting with as needed on-site presence as well as international travel.

What You Will Do:
- Manage International Procurement activities to ensure objectives are met in a timely manner to include supplier financial, quality, technical, programmatic, and schedule performance.
- Preparation and issuance of RFPs, RFQs, and RFIs.
- Reviewing and leading the evaluation of supplier proposals and sourcing. Perform price and/or cost analysis techniques in evaluation of proposals.
- Developing negotiation strategies (Price, Delivery, and Terms and Conditions), leading negotiations, changes and closeout activities, maintaining all required subcontracts records.
- Place subcontracts/purchase orders of medium/high complexity in accordance with all regulatory (FAR/DFAR/FCPA/ITAR/EAR) and corporate compliance requirements.
- Nurture professional relationships with International suppliers.
- Develop plans to promote cost reduction initiatives and process improvements (Technical and Quality) in support of flawless supplier execution for programs.
- Serving as contractual representative for the development of Subcontractor Statement of Work, managing correspondence, change management and maintaining all required subcontract records in EPAD system.
- Coordinating with Import/Export on ITAR and other related topics
- Support development and execution of risk and opportunity management plans, including Raytheon Core six sigma activities.
- Support execution and leadership reviews including supplier performance against Material Sales and Annual Operating Plan (AOP) targets.
- This position will require travel up to 25%.
Qualifications You Must Have:
- Bachelors’ degree and a minimum 10 years’ relevant experience in contracts, procurement and/or subcontracts, or an Advanced Degree in a related field and minimum 7 years’ relevant experience in procurement and/or subcontracts
- The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.
- Experience with Cost and/or Price Analysis, review of TINA Proposals, managing supplier FAR Compliance
- Experience issuing and managing subcontracts (Letter Subcontracts, Purchase Orders) from initial execution to closeout, including overseeing invoicing and payments.
Qualifications We Prefer:
- Master’s degree in supply chain, business, engineering, finance or STEM related fields
- Experience working with technical requirements of procured hardware and services in an international (ITAR/EAR) environment.
- Major Subcontracts experience; both fixed and cost type, under Department of Defense regulations, including experience in Federal Acquisition Regulations, and Price and Cost Analysis
- Leadership or management experience
- Familiarity with the International Traffic in Arms Regulations (ITAR)

This position currently is designated as remote. Employees who are working in remote roles will work primarily offsite (from home) but may be expected to travel to the site location as needed. The successful candidate for this role will be required to reside and work from one of the 50 U.S. states (excluding U.S. territories).
The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
