Job Description
The Vice President of IT Program Delivery is responsible for leading and overseeing the successful delivery of IT projects and programs, ensuring they align with the organization's strategic objectives. The VP plays a critical role in driving innovation, efficiency, and collaboration within the IT delivery team while managing resources, budgets, and stakeholder relationships. This includes product development and design, costing and financial management, and delivery of IT projects and products to the Sector Customers. The organization contains all aspects of standards and project delivery including governance, continuous improvement, compliance, service management, PMO and service catalog. This role is intended to provide effective solutions to Sector IT needs in a collaborative, cost-effective, with an eye on innovation and change.
Specifically the role:
- Establishes, implements, and communicates the BAE Systems Inc IT delivery strategy in alignment with the sectors business goals and objectives
- Oversees the planning, execution, and monitoring of IT projects and programs, ensuring they are delivered on time, within budget, and meeting quality standards
- Collaborates with CIO, VP of IT Operations and BTOs to develop and meet company and ESS goals while supplying expertise and guidance systems and processes.
- Ensures that technology delivery is meeting customer expectations.
- Measures project performance against benchmarks and agreed upon expectations.
- Defines, measures and enact Service Management key capabilities including Incident Management, Problem Management, Change Management, Configuration Management, and Release Management. Deploys a detailed standard and instruction set for service ownership to be implemented by all service towers and organizations.
- Is at the forefront of emerging technologies and industry trends and best practices in IT and project delivery.
- Drives continuous improvement initiatives, streamlining IT delivery processes, methodologies, and practices to enhance efficiency, effectiveness, and customer satisfaction.
- Allocates resources effectively, including budgeting, staffing, and vendor management, to support project delivery needs.
- Fosters a collaborative and innovative work environment within the IT delivery team, promoting knowledge sharing, continuous learning, and professional development
- Identifies and mitigates risks and issues in IT delivery processes, implementing strategies to ensure compliance with regulations, security standards, and best practices.
The Vice President of IT Program Delivery reports directly to the BAE Systems Inc CIO. This leader has extensive experience in strategic planning, project management, demand management and change management. This leader maintains continuous awareness of technical, architecture, process, personnel, and cybersecurity issues that impact service delivery. This position is also responsible for key standards as well as maintaining compliance will all applicable cybersecurity standards. He/she has capability to identify and implement innovative solutions to customers' needs.
The successful candidate has extensive experience with IT strategy and design, strong cyber-security understanding in the Federal contracting environment or equivalent compliance-heavy industry, technical leadership experience, excellent communication skills, enterprise business skills and the ability to manage strategic relationships with key partners and vendors. Candidate should have strong background and understanding of cloud deployment and management strategies to lead modernization efforts in support of BAE Systems strategy.

Position location is flexible; required be at a major BAE Systems Inc. site.
Required Education, Experience, & Skills
- Bachelor's degree in Computer Science, Engineering, or related discipline; Master's degree or MBA is highly desirable; equivalent experience acceptable.
- At least 10 years of experience in managing multiple, geographically dispersed departments that drive effective product development and project delivery.
- At least 10 years managing enterprise IT operations in compliance with Federal Cybersecurity standards such as NIST 800-171 and DFARS.
- Proven experience (10+ years) in IT project management and delivery, including leadership roles.
- Strong understanding of project management methodologies, software development lifecycle (SDLC), and IT service management frameworks (ITIL, Agile, etc.).
- Demonstrated ability to lead and manage high-performing teams, fostering a culture of collaboration, innovation, and continuous improvement.
- Excellent communication and interpersonal skills, with the ability to effectively engage and influence stakeholders at all levels.
- Strategic thinking and problem-solving abilities, with a track record of driving successful IT initiatives.
- Strong organizational and time management skills, with the ability to prioritize and manage multiple projects simultaneously.
- Knowledge of industry trends, emerging technologies, and regulatory requirements in the IT domain.
- Relevant certifications (e.g., PMP, ITIL, Scrum Master) are desirable.
- Leadership experience of a large technical staff (~300 or more) with leaders who run different functions.
- Previous experience in business process re-engineering, process improvement and automation, involving broad-based information systems, utilizing tools and techniques to effect business change; business systems analysis experience.
Preferred Education, Experience, & Skills
- Master's degree or MBA is highly desirable.
- PMP, ITIL, Scrum Master are desirable.
Pay Information
Full-Time Salary Range: $194600 - $330800

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
